Stormwater & Local Businesses

A large percentage of stormwater facilities in the town of Elkton, belong to local businesses or private property owners. The facilities contribute to the overall status of our local waterways, streams, and rivers. That's why it's so important for local businesses to positively participate in maintaining their stormwater facilities.

§13.16.220        Maintenance responsibility.

A.       The owner of the property on which work has been done pursuant to this chapter for a private stormwater management system, or any other person or agent in control of such property, shall maintain in good condition and promptly repair and restore all grade surfaces, walls, drains, dams and structures, vegetation, erosion and sediment control measures, and other protective devices. Such repairs or restoration and maintenance shall be in accordance with approved plans.

B.        A maintenance schedule shall be developed for the life of any stormwater management facility, and shall state the maintenance to be completed, the time period for completion, and who shall perform the maintenance. This maintenance schedule shall be printed on the stormwater management plan

Inspections

Some private stormwater facility managers are required to conduct and record their own stormwater management inspections and submit those inspection reports to the stormwater Manager. Below is a inspection created to help streamline the inspection process.

Stormwater Manager Inspections

The stormwater management program conducts various types of inspections on public and privately maintained stormwater facilities.

These inspections give a general overall depiction of the town's stormwater system's condition. Elkton's stormwater manager follows a computer generated inspection schedule to ensure that all stormwater facilities within the town are visited in a certain time frame. The data collected from these inspection are kept in a database for referencing and reporting.

As a private stormwater facility owner/manager, you do not have to be present for any these inspections. If the stormwater manager finds issues that need to be discussed, your presence is highly recommended.
 


Stormwater Maintenance Award

 
During the year, the Storm Water program manager awards a privately maintained Storm water facility owner/manager with a certificate of appreciation for their efforts in keeping their storm water facility properly maintained.

 

 



Tips for Private Stormwater Facility owners

  1. Become familiar with the stormwater facility's Maintenance inspection, schedule, and maintenance procedures.
     
  2. Have your landscaping contractor add your stormwater facility to the property's landscaping schedule.
     
  3. Remove debris and trash the facility in general and more specifically from obstructing inlet/outlet pipes.
     
  4. Make sure the stormwater facility fencing is in good condition and functioning properly.
     
  5. Remove vegetation, debris, and trash from being entangled in the stormwater facility's fencing.
     
  6. If your unsure about attempting a repair/maintenance on a stormwater facility, contact the town's stormwater manager.
